They are listed as 10cm with a strap and "suction cup" attached with the tag pinned on the ear.

The actual Pandatone plush are 13cm with the tag near the tail.

Hello Kitty X Gloomy

I've been getting some emails about this collaboration.

I'm sorry but my little translator can't help me 100%, so I don't know much really.

I do know that the merchandise was sold at a Hello Kitty Fair in Japan a few months ago.

After doing a google search, I came across this message board, skullbrain.

This is the stock from a store called Kaiju Blue. One user reported that the tags say "For Sale in Japan Only" So that pretty much solves it, I would stalk the internet for those not in Japan.
