I do know that the merchandise was sold at a Hello Kitty Fair in Japan a few months ago.

This is the stock from a store called Kaiju Blue. One user reported that the tags say "For Sale in Japan Only" So that pretty much solves it, I would stalk the internet for those not in Japan.
